UNCDF continues working with local governments on the implementation of the Local Revenue Mobilization Initiative (LRMI).
On 1 August 2016 a revenue planning and forecasting workshop was convened in Hargeisa under the auspices of the Somaliland Ministry of Interior for municipal officials of Hargeisa and Borama – the two pilot municipalities that participate in the first phase of the Initiative.
Speaking at the opening, the Director-General of the Ministry of Interior highly appreciated UNCDF’s support to Somaliland, including the establishment and continued operation of the Local Development Fund, development of the Fiscal Decentralization Strategy as well as the launch of LRMI. The DG expressed his hope that with UNCDF’s technical support the two pilot municipalities will be able to achieve their revenue targets and to significantly improve local revenue generation from tax and non-tax revenues.
The participants included the mayors of Hargeisa and Borama and their key staff as well as the Accountant General, senior officers from the Ministry of Finance, and technical advisors seconded to MOI and MOF. Students from Amoud University and Hargeisa University were also invited in a bid to strengthen cooperation with universities on technical issues relating to revenue forecasting and planning.
The workshop focused on revenue forecasting and planning, a key input to the municipal revenue action plan (R-MAP), which sets revenue targets over a 3-year horizon and identifies specific actions for achievement of those targets.
Speaking at the workshop, the mayor of Borama said: “We are very grateful to MOI and UNCDF for their efforts to develop the capacities for effective revenue and expenditure management and budget execution at the municipal level. We are fully committed to building, with your support, a transparent and accountable municipality able to provide equitable basic services to our citizens.”
