In the context of its support to decentralization and Public Financial Management in Somalia, UNCDF has launched a Local Revenue Mobilization Initiative (LRMI).
The initiative, piloted in the first phase in two municipalities in Somaliland and two in Puntland, is designed to mobilize additional own source revenues through better revenue planning and administration at the local level.
The main instrument for LRMI implementation is municipal revenue mobilization action plans (R-MAP) based on the analysis and forecasting of municipal revenues over a three year period and specifying measures to be taken by municipalities in close cooperation with local communities to address inefficiencies in revenue administration and increase local fiscal space for service delivery.
In this photo, representatives of Garowe Municipality, Ministry of Finance, Ministry of Interior and Puntland State University are seen mastering various analytical and forecasting techniques for finalization of the Garowe R-MAP. It is expected that on average participating municipalities will be able to increase own source revenue generation by 30%. LMRI is also part of UNCDF’s Municipal Investment Finance Programme (MIF) launched in 2015 at the Addis Ababa conference for Development Finance.
